I have a friend who runs a business and he gets a ton of work from the city. I learned years later that he pays a black guy a small salary to be the "owner."

This is the problem with racist policies (yes, this is a racist policy) is that people will just exploit them.

I have heard of that strawman strategy before. Used for "women's" businesses in order to get contracts.

I talked to a guy who does something similar. Has some sort of construction biz but has a black woman as the owner.

That's pretty smart, and maybe racist?

As long as everyone's happy with that arrangement I'm inclined to view it as good business.

If people want to shop at a "black owned" business you may as well make sure it's yours they're shopping at haha.
