Agreed; the biggest losses were due to police (wisely) attempting to GTFO due to hostile rhetoric.

Increases in crime rate were more because criminals were under two impressions: 1.) Police were being defunded; nobody left to catch them (semi-true) 2.) Police would not be allowed to deal with crime (completely true)

Ultimately, when the criminal populace is emboldened, the police simply can't keep up, regardless of the laws in place. When you compound that with resignations and effectively handcuffing the police force, you get what is happening.

They quit enforcing the law. That's what they did. Doesn't matter that they didn't actually "defund". The police stood down at the direction of the liberal commie gay trans woke city council and carpetbagger globalist pussy fag mayor. And they deserve what they have in mpls/st. paul. The people are great who live there but they allow the most insane shit to take place in those commie city governments. Oh, they use dominion elections as well so those are fucked too.

If arrests are up whats your evidence that they aren't enforcing the law?

Arrests don't matter when the DA drops the charges.
