Welfare traps generations economically and forced (no choice) public schooling traps generations mentally. People who are capable escape which leaves the bottom 10%...this is why you have riots, high crime rates, litter, and every other problem with Philadelphia...The city raises taxes to continuously fund a growing but non-productive at best, counter-productive at worst, populace which continues to drive people out (who have the option and money to leave). It’s a race for the bottom and Philadelphia is a top contender for #1. Meanwhile some Philadelphia suburbs are the richest in the US with top public schools - with no wage tax like Philadelphia and no local tax. Amazing...

You should read The Welfare Trait by Adam Perkins, he talks about all of that. How wrote is essentially a dysgenics program, where productive members of society pay to expand the numbers of unproductive members.

I’ll add it to the list of things to consider, but I already have a few books that I’ve not read and won’t buy more until I do. IQ is not a virtue and sometimes people who are not smart produce an average or smart child who should have every opportunity to break the cycle. While people should meet their potential - not everyone should have children, especially if you can’t care for them economically. If you can’t support yourself in the US, it’s likely a personal deficit (although not always), but regardless, children should not be on the agenda. [obligatory Idiotocracy reference here].
