I'm a believer it's political. SPP manages Oklahoma and Oklahoma generates like 40% of its power from wind turbines and they are at level 1. All the turbines are frozen in that state, just like they are in Texas.
Missouri is like 90% coal and they are at level 3.
Texas is 17% turbines and they are also at level 3.
Texas has 4 reactors that produce 5000 MW.
Illinois was not even phased as 60% of the states power comes from nuclear. 11 GW of power.
