How? You already seem to know it's the puppet makers that are actually driving it. They already have no problem churning out thousands of puppets, enough for any of them to be expendable in case there's some scandal. And it's not like the current puppets would go away unless you want to impose a kind of "service limit" for the actual staff of politicians, and ban them from contracting outside counsel and things like that.
