well, except the fact that the citizenry pays property taxes and other various municipal taxes to provide the local government with money to provide shit to said citizenry... which includes infrastructure, including that of power and water in partnership with the utility companies, who get tax breaks, and get paid from every customer. The charge per kwh is primarily the cost of delivery (infrastructure).
