I am very curious about that. Maybe as a capitol police rent-a-cop, he's not bound by the normal rules of engagement. It could be standard procedure to shoot without warning if they have a zero-tolerance policy on trespassers, hopefully we'll get some sort of explanation of that (the shooter is not going to be charged or even investigated properly, so we may be seeing him on "The View" or an Oprah interview.)
