Why wouldn't the power company be able to argue to the PUD that the cost of power distribution is higher due to not using Chinese parts, and then argue that it needs to be allowed to have more revenue?

They definitely can and they do. They can also be denied and that denial does nothing to reduce the demand. To meet the demand they look for other ways to cut costs.
Look no farther then our world class infrastructure that has been faithfully and properly maintained to the highest standards because municipalities only need to point out that they need more money for maintenance.
What possible reason would they have to use lower cost foreign materials, parts or labor when they could just raise prices on services and pass the cost along to the customers? Sounds like a win for almost everyone involved in the decision.
