In my city in Poland we have a power station that provides electricity AND heat to buildings for hundreds of thousands of people.
It creates electricity through traditional coal burning and turbines, and distributes heat by pumping hot water through city owned net of pipes that go to municipal buildings, then it circulates through radiators and gives off heat
It was finished in late 1970's, approximately a decade before communism fell
We never had a single fail no matter the circumstances for at least the last two decades
Perfect solution. Why ruin it?
