A turbine is a turbine. There's no winterizing a machine besides the oil. Even that's not going to keep a turbine from running if it's already going. Even if it's not running, oil doesn't freeze. Someone's playing with the grid.

That's because Michigan has cold weather in the winter and thus winterize their windmills.
Texas never winterized, because they're so far south and thought they wouldn't have to.
