Just as we went on in to Iraq and Afghanistan to 'help' the civilian populous squash violent insurrections (and disagreeable regimes, let's not skim over that either), I firmly believe that's precisely what they are aiming for.
Much easier if they are 'helping' during a crisis. Perhaps a crisis big enough to wreck the services and utilities, the power grid, water supplies and food distribution services that allow us to help ourselves.
When the power's been out for a few months and people are dying of starvation and from weather conditions, that's much easier to implement. Get a chunk of the military to turn against the machine and help their fellow communities, men, women and children? They will then need China's military. They'll need the UN. They'll need a coalition of nations to band together to rid the world of identified and perceived "evils."
(as an aside, they've begun this labeling and identifying process long, long ago. Its well into the last effective stages of involvement at this point - culture war is "lost.")
