It permits access to your computer, over the Internet, through the backdoor, whenever your computer is plugged in.
In the case of Intel, the backdoor is present in the form of IME (Intel Management Engine). In the case of AMD, the backdoor is present in the form of PSP (Platform Security Processor)(aka: AST).
