It was when he was still general from the war when her convinced Truman to install it even though Truman didn't want to. Not that Truman was innocent. Just that one of "our guys" was the originator of the plan to steal Nazi ideas and institute them as a part of a greater operation.

Wow. I'm a little young for Truman but I voted for Reagan twice. Personally, I thought Eisenhower was a big improvement over Truman.
