It is, in many ways. Kept at a community level it isn't necessarily bad, but it burdens at every step and as you force it on others, it is socialism. If indont want your crappy school and bloated PD, i cant opt out. Try not paying for your bad govt services. Nope. Socialists will call the police or shut you off from society.
