Worse, he was the omnipotent jokester that strung along the characters in silly fantasy plots.

He was the ultimate deus ex machina and an indication the writers were either bored or running out of material. Perhaps both.

So yeah basically the same thing as the other Q.

Q had his moments. We would have never met the Borg without Q.

He had a fascination with Picard, so he toyed with him like a lab rat. I’m not sure if that makes him an asshole or not, definitely an annoyance though.
