There is no "science" to back up the claim that masks work.

You are mistaking data analysis with science.

Also - I read it fine - "may be used" "who could potentially" ....etc etc.

When people want to put their studies online - but want to cover their ass because they know its bullshit - they put in a lot of qualifying language.
