Maybe. Clearly it wasn't enough. He must have known more than we did about its origin and its severity. Yet he still allowed it to get where we are today. You could argue state's right all you want but even I, who is a strong advocate for it, wishes he would have taken a much more authoritative stance on ending the madness.
