Regardless of what reforms are made, there is no way to trust the election unless paper ballots are the exclusive means of capturing the vote, strict chain of custody of ballots is maintained to the place of tabulation, and tabulation of ballots are done in the presence of witnesses from both parties. An expert completely independent of any voting machine company or political party needs to pre-certify all machines used to tabulate ballots. The algorithm on these machines needs to be fixed, e.g., not support proportional counting of ballots, and all rejected ballots need to be held under lock and key in a manner agreed to by both parties until such time that each ballot is adjudicated in a manner agreed to both parties. Under no circumstances will rejected ballots be allowed to be re-inserted into the tabulation machines by the elections employees.

IOW it's pretty clear that the mysterious late night vote swings were either smuggled-in ballots, or elections employees re-inserting the same ballots for a single candidate multiple times to pump up their total. People engaged in these shenanigans should be arrested, taken to jail and charged with fraud immediately.
