It would actually be a good fiscal policy to offer a one time $200k payout and a one way plane ticket to any black person who renounces their citizenship. Would save 500K per person.

I think we have to define who is agreeing to give whose money to whom. Many people would probably mindlessly agree to pay reparations, however if they were told they would be charged a 5% income tax in perpetuity I believe you might get very different answers.
