They could just cook the books like they already do for other crimes. Here in my city if you get robbed they report it as "lost property" and the police will , if they feel like it and you go to the station , sign an insurance form for you. Doesn't matter if you saw the suspect take your property, it is " lost ". Be prepared to get shit if you insist on bothering them with an incident report. So great news, property theft is way down, but dang people sure are losing alot of stuff.

Remember this when you see the official crime stats.....its way worse than you think. In fact many major police departments have been caught cooking their books to under report crime.

A Chicago cop advised people to look at the murder rate to judge crime, since that is the only crime where there is a dead body and mourning, angry large circle of people that make it difficult to cook the books on. The amount by which the US-normed murder rate diverges from the US-normed robbery rate is a good measure of how crooked the police administration in a city is.
