You don't understand how much money it would actually take to get a payment processing company up and going. It'd take years, the federal government and IMF heavily regulate them, and it'd cost BILLIONS even if they could get the permits to start it up, then you'd have to cut deals with all the electronic payment companies and then cut deals with the retailers to carry and offer it at a POS.
He could start a bank, but again, it's HEAVILY regulated by the feds and they probably won't give him the permits/authorization.
What you're asking him to do is a HUGE feat and one that would likely get bound up in court for years only to have it denied and permits pulled.

Banks require a charter not a permit. But Not sure how that is relevant.
The mention of Mnuchin was off the cuff. Noticed on a few movies lately he was in the credits.
Trump has a vast network of allies. Should he want to do the things mentioned in the OP, he is in a great position to do so.
Oh and its not that expensive to set up a social media network that would be impossible for one provider like AWS to take down.
