GOP H and S both passed full repeal bills 10 times in 2015-16 yet never even voted on that same bill from 2017-18 because they really do love obamacare too.

You need 60 votes to do full repeal as it is subject to filibuster, just like the passage of the original bill was. Since they only had 51R back in 2017 iirc, they did one Reconciliation bill on 0bamacare skinny repeal (FY 17) which failed, and then the second one for Tax Cuts (FY 18) which passed.
The so-called "skinny repeal" vs. full repeal argument. I'll leave that powerhouse discussion to you winners to discuss. It certainly seemed to work out well the whole "let's wait until we have a full repeal" idea.
