Paul Ryan refused to pass the obamacare repeal bill. The House failed moreso than the senate. The senate was the one who got the individual mandate to be repealed at the last second and included it in the tax reform bill.
Because the full repeal would be DOA in the Senate due to the filibuster. It would be a waste so they moved on to the skinny repeal which was actually possible.
