i thought there was a term for laws made explicitly targeting specific individuals. i get that her language attempts to make it generic, but it isn't and no one can defend that it isn't.

There is, and I don’t know it offhand. Ex post facto roughly translates to “from a thing done afterward”. You cannot be punished for a, in this case, “crime” that wasn’t a “crime” when you committed it.
