Yeah. Here's what I posted in another thread:

It appears it was requested some time on the 12th, and granted around 9 PM EST on the 14th.

Issued in Washington, D.C. at 8:51 PM Eastern Standard Time on this 14th day of February, 2021.

I'm not sure the request wasn't made sooner than the 12th. The 12th is the earliest date mentioned in the document though. I thought the power situation started to deteriorate on the 9th or earlier.
