Even pre-literate societies with no formal written language recognize ethnic distinctions between tribes of the same color, including Native American First Nation peoples. Or why lighter skin is prized above dark skin in India's caste system which goes back millennia, predating the Western European scientific research into ethnic differences or the phenomenon of the Transatlantic slave trade (for centuries run by the Arab world in Africa, even to this very day,)? I looked up Maulana Karenga because I have never heard of him. He was a black separatist/nationalist who invented Kwanzaa and was at one point sentenced to 10 years in prison for torturing a woman. So the city council is creating policy based on a racial militant, and they think they are doing God's work or something. That's just great.
