I hate to break it to you but every town did. My little deep red town of 15,000 people in a deep red state did the same thing. They CARES Act HAD to be spent on COVID costs. Costs they didn't have because there was no COVID crisis. They found out they could spend it on police and fire, so they did. Alleviated pressure on the budget.
