Listening to the entire thing, it's clear that the school board has contempt for parents. They are fawning over another boards voice recorder complaint line that cuts people off at 3 minutes so they don't have to deal with actual people. The inference with the babysitters comment is that they think parents send kids to school to get babysat by their teachers so the parents can have the house to themselves, so the parents can smoke weed in private. You're right though, probably now some of the teachers are smoking weed all day at home while they teach virtually, and some of them have been caught on zoom masturbating and doing other stuff.
