I'm guessing the mob told him to go back and he did? To be honest I don't really see this as bending the knee... I see this as a leader feeling true guilt for leaving his statesmen in hostile weather while he himself goes to relax on a beach... doesn't seem right and he knows it. I give him a pass on this one, it was the right move.
