It wasn't punishment, it was one of their plans... They don't want to nuke land they need for food growth. Multiple movies have signaled the whole thing, not the least of which was V (vendetta). If course, thankfully, commie scientists aren't really bright, so their big deal was a flub in terms of lethality.
