Yeah, the linked PDF definitely makes no allusions to preventing Texas from generating any power ahead of the storm by going outside EPA standards.

I don't think this is ERCOT's way of shifting blame, this sounds more like a knee-jerk from people who didn't take the time to actually read the documents in question lumped in with a click-bait headline.

Of course they arent going to explicitly say Texas can ignore air quality regulations during an emergency, they just make the conditions to qualify for the exemption not possible to meet.

That's what the conversation here is about.

But you still have to interpret it. Words have meaning, and that is what will come into play in any kind of legal battle over this. This document basically gives them an out, where they can say something like "We made this suggestion based on projections given to us by our experts and did not expect the situation to worsen like it did". It's plausible deniability, and it is something you have to get through if you genuinely expect any problem similar to this (i.e. election fraud) to actually get solved.

DoE replied with: "Oh noooo that sucks, and indeed looks like an emergency, but the climate comes first, so you cant go over it right now, but when it already is an emergency, we * might * let you go over the limit just a bit, for 6000% the cost of what it would normally be. Maybe. You're welcome."

It really doesn't. This is the meat of the order:

ERCOT shall exhaust all reasonably and practically available resources, including available imports

any Specified Resource ... is only allowed to exceed any such limit during a period for which ERCOT has declared an Energy Emergency Alert (EEA) Level 2 or Level 3. This incremental amount of restricted capacity would be offered at a price no lower than $1,500/MWh.

Basically, they must import power at exorbitant prices beforehand and the grid must already be failing before they are allowed to spin up extra production, and that production must be priced at a point that can bankrupt normal people for running the heating overnight. The order says "Ercot can do what they need to do (but actually they can't, because environment)."

I'm sure that physically they would be capable of doing so. But, power "utility" companies are pseudo government agencies, full of the same people that the government bureaucracies are full of, they won't ever stick their neck out.

I'm sure that the PR teams, lawyers, and strategists on both sides are working around the clock to figure out how to spin both lies and truth to their advantage. This will surely be a dominant subject for a few more days to come, and we will learn a lot more in that time.

Hindsight is 20/20. I think there's no way to predict that it would go this bad until it does, and if you take measures outside the law and everything goes just fine you get in trouble for breaking the law, because no one can really know for sure whether you needed to have done that or not. Or, even if you can know for sure, you can still be crucified anyway because the left can simply lie and ruin you anyway.

Because I've gone to Caribbean dive resorts in the past, I get a lot of ads for Caribbean dive resorts. The problem is, there's one resort in particular that I get spam from nonstop. I'll never go to this resort because the keep dolphins captive, but the algorithm can't figure out that spamming me with an ad for a place I hate is only going to motivate me to recruit others to my view of that resort.

I could be nice and tell the resort to quit wasting their money on counter-productive ads, but they deserve what they don't get.

When I was young, I used to get a lot of targeted ads in Arabic trying to sell me boner pills. I read some weird shit on the internet, I know. But to say I was the opposite of their target demographic is almost an understatement.

About that same time, P&G did a big ad buy for family stuff, mostly baby but also just health stuff in general. I mean big ad buy: everyone got these ads, they were just put all over the internet for everyone period. There were a few products I didn't realize existed, and I bought them.

... Just sayin' to any ad guys here: that's how bad it was 10 years ago, and it's only gotten worse.

It authorized them, then immediately hamstrung them by forcing them to set arbitrary hours for extra generation. This isn't like summer where you know temps will drop after sunset, it was cold all day here. They then had to request extra power on an individual basis for every instance not inside those hours, basically asking for more power after a blackout.

They really didn't authorize it, they authorize it under very limited conditions that made it practically impossible. Basically, Ercot has to import power at whatever price the sellers want, and wasn't allowed to increase power production beyond environmental limits unless the power grid was already failing.

No. The DC ties from SPP were maxed out for the duration. The DC ties from Mexico did not flow in because ERCOT banned gas exports which blacked out northern Mexico. There was no more gen running in ERCOT that was available, prices were so incredibly high that even the tiniest generator would have made a killing. The problem was mainly that gas supply was not available due to frozen wellheads.

I believe you are in the industry and probably know a lot better than I do, but this situation really doesn't make sense to me. The limitations of needing to declare emergencies (which I do not know the specifics of but I'm sure it isn't just a The-Office-esque "I DECLARE EMERGENCY" being yelled out the window), having to buy outside power, and having to radically overcharge for over generation had no real effect? I don't understand why, if they wanted full power generation to be available to save lives, they wouldn't just say "for these 5 days lets not worry about a few tenths of a percent extra emissions on the year, go ahead and run full bore right out the gate." Why instead did the whole order read like it was 100% about telling them how and when they cannot run over the enviro regs? I guess it is plausible that even had they said "go ahead and run full bore" it still would have ended up this way, but when it does end up this way hindsight certainly puts into perspective that they care more about insignificantly increased gas emissions than they do about immediate threats to people's lives. I mean, the order literally says "if you end up having to deliver power over your enviro quotas, you have to charge people $1500/mwh." I mean, you're in a situation where people can't heat their homes and the federal government is arbitrarily price gouging to curtail usage? WTF is that about?
