I understand that part, but I also know the Texas energy peeps, epcot or whatever, said it was an issue of the grid being overloaded by the demand and the grid could not handle so much power..or at least they implied that.
It seemed they were actually stating they were heroes, and in no way fucked things up.
I'm hearing conflicting reports. The power outages not being a product of not enough power, but by too much demand on the power grid.
This resulted in system failure and forcing blackouts.

Too much demand, defined as more than the allowed assets could generate. Because the wind turbines were not weatherized and they iced up.
In other words, the “central planners” did not provide them with enough generation capacity.

My answer is probably a bit unsatisfying, but it's both. Not enough power decreases the safety margins; too much demand uses them up ultimately.
Max demand and minimum supply mostly due to gas well freeze offs.
