This title is actually the opposite of what the letter said. ERCOT was basically given free reign to increase their generation as needed, exceeding environmental regulations. The stipulation is that they don’t generate more than needed, which is more of a formality than restriction considering there isn’t enough generation. It basically lets ERCOT do what they want...

So this article and headline is clickbait bullshit.
