Don't think so. If the country was 75% black they would just sit back and enjoy the slave labor like the Chinese do in Africa. Blacks would happily take 10c/hour to maybe enjoy a shower that wasn't hot cow piss in whatever wasteland America would have become in that case.
Besides, attacking "Blackness" would basically be telling people to stay in school, work hard, be professional, save money, plan for the future, take personal responsibility, pretty much telling them to "be white". It's not exactly a way to destabilize a society. Based on empirical data though they wouldn't need to because every country with a black population that high is a third world shithole.
