Boil the tap water. Voila, drinkable.
Got no camping stove? Well, learn to build a fire. Got no pots or pans? Bunch of sheep and mother nature is the wolf and not the sheep dog teaching them a lesson.
Chemical contaminants in a public potable water grid, yeah, right. If the line is bust, there us no water coming out anyways.
By the way, drain your water heater tank and you have water for several days/weeks.
Melt some snow or ice. A little boiled street grit won't kill you.....filter it though a coffee filter etc.
At this point it's probably worth only saving those who can be saved. Aka confirm who they voted for before chipping away the ice curtain encasing their home.

Hopefully you are rescuing old people. No able body person should need rescuing in their homes. They dress up in warm clothes and walk to a shelter.
