So you're about to say that that uncertified at given time organizations preferred by the county (Maricopa) are reputable?
At the time two organizations they preferred weren't certified for audits and they tried to hide it.
Being content with auditor provided by someone suspected of fraud is like being content with mother of a killer swearing that he totally didn't do it.
I don't say "disregard their auditors". I say - "allow others, not affiliated with them in any way, to do it also, and then proceed with analysis".
