I can confirm this. I've been working on some legislation for a while and the think tank we are collaborating with the week after the election first said okay our new strategy is to put this in the covid bill.

The reason they package all kinds of stuff into bills with unrelated names is because it’s effective for them and works. Both sides do it. It’s the only way they get things passed now. Since they’ve learned to do this, they will never stop. Will require a constitutional amendment to stop, and I’m ok with that.
