Not always, but generally speaking yes...but the Award Selection of the source can be decided in ONE Day. It depends on the 'Urgency of Need' designation.
I've sat on Source Selection Boards before...and usually they already know who's going to win based on how the 'requirements docs' were written...
Just to be clear, the contracting process takes a hell of a lot longer than a few weeks.....
