Personally, I think black people were on the rise after the Civil War. They were oppressed, but they had strong communities and solid family values. Welfare destroyed much of that, which turned them into dems, was of course the plan all along as LBJ told you. Only now after a few generations heading backwards are a significant number rethinking that deal.
