There was plenty of energy and they used their power through the federal powers act to shut it down over the POTENTIAL there would be the need for units above emission limits.
There was no danger to the system and no overloading concerns. The DOE simply shut it off unilaterally and forced energy output to the minimum necessary to run the power grid
