Quota's. When you start hiring to fill a quota you no longer hire the best people for the job. Why do you think everything has taken a nose dive in terms of function and quality over the past few decades.

It's more because of globalism and getting stuff made in China or elsewhere for cheap. American made went away after WW2 and free world trade was enacted.
