They flipped votes for Trump to Biden. There was likely a limit on what percentage of that they could get away with.
IMO - The reason they had to wait until most of the ballots were in and tabulated (2 -3 am), was because they needed to know how many uncast Democrat voter ballots they needed to add in to get the Biden/Senate wins in.
Trump's (at least ) 75 million, meant they needed a lot more than they had planned on, and thus they had to delay the process. That they were caught with numerous dead voters was because they had to use so many and didn't have time to really vet their fake votes.
