Keep in mind, when a pilot declares an emergency, the ATC needs to stop ALL traffic on the ground ASAP and get them off the runways so there are no collisions on the way back. This delay could've created a major problem.
It wasn't tower. It was a departure controller and the pilot was transmitions were cut off. The controller did a good job. Asked which way he could turn and remained calm.
