This is referring to how a big centralized government such as ww2 Germany could only be defeated by other strong centralized governments, which you see a shift to in US, UK, etc at the time. I think we are witnessing a similar event where we cannot win and fall back to a less rigid government. The future in which we defeat TPTB is one where we are a strong centralized government that promotes freedom. Sounds counterintuitive, but can work. Just my theory.
