That's where you're confused. He didn't have the full power to do so. Everything in our government is wrapped up in checks and balances because they thought it would save us from one person wielding uncontrollable power. But the communists have worked around that by becoming their own checks and balances. Wanna fire that guy because he's corrupt? Sorry, you need authorization from this guy here, only he's corrupt too. Wanna have this guy removed because he's corrupt? Sorry, you need to prove it to a couple people of some such authority over these things, except they're corrupt too and won't hear it. So now you need them taken care of only that process is controlled by the corrupt, and so on and so on, usually looping in on itself a dozen times along the way. The Swamp is in the position of being the only entity with the authority to remove the Swamp because the power had to be kept away from the individual, it's just cruel irony that this time the individual is the good guy.
