Actually this isn't that crazy. They already do this with certain contaminated soils - they mix it with cement and solidify it into a series of "caps" - the solid nature of the cement prevents offgassing from botht hte cement itself and the contaminated soil below
Any usage of said facilities would have to have short shifts by workers followed by longer breaks because of the regulations involved. But it's not that far-fetched
