Absolutely, but they could be accused of and prosecuted for fraud depending on how they go about it and the willingness of a prosecutor to go after them.
So, a conservative group doing this would be caught and filleted for all to see; unless it is hurting another conservative like Turtle Mitch's PAC using Trump's name to get money which sends it to Cheney.
