Back in the 90's when I was a FFL, you could only get these if you has a Federal or LE contract direct with the Manufacturer.
The US Gov models and the LE (Law Enforcement) would leak out as 'dealer samples'
Later, they would release to wholesalers as over runs and they would fly out the door because of the stamps.
There is no physical difference. But they generally shipped with the GI sling and cleaning kit where as the civilian models don't.
May add collectability for some.
