I have to agree, Biden can "declare" to stop things (perhaps just for the sake of appearances) but if contracts are in place and money spent not sure everything is so easily stopped. Then, when it continues despite his "orders" they can cry foul and whine about it.
The Xo Bi Ding admin could conceivably pay off the contracts and cancel the work, but they are almost certainly too petty and vindictive to go that route.
Much of what they do is for appearances, as well as mischief. No doubt they want to at least seem like they are getting rid of everything Trump. They are now getting criticized by their own for being too indiscriminate.
The wall itself is economically viable even for border states on their own. They experience the brunt of bad behaviour from illegals. Now that the workers and techniques are in place for the wall, they may as well fund it themselves. I don't think the Federal government can direct Texas to remove sections outside of National border crossing sections (which are still open to traffic).
If Texas, New Mexico and Arizona all secure their southern border and California doesn't, then California will wear 90% the shitty behaviour (although the national problems caused by won't be abated, and heaps of illegals will still travel into those other states to rejoin family already there.

So the thing is Biden's EO said no "new" wall will be constructed. The "old" wall (however much of that is idk) will probably still be finished.
