It's perfectly legal (in free states) to manufacture any weapon you can legally possess but you cannot do so with intent to transfer.

They can't be sold (not sure about traded), so you gotta print your own

They can be sold in some cases, but not if you manufacture with intent to sell.

I think some states may require serialization if you do transfer them.

From what I understand, they can be sold, but your intention cannot be to sell during manufacture. So yeah, have fun proving that case to a jury.
